Thurrock is a unitary authority in the ceremonial Essex county and lies in the East of England region. Because it is a unitary authority, applications for a skip permit are different from the other districts in the Essex county. Thurrock borders the Brentwood, Basildon and Castle Point districts from Essex, and borders the Kent County to the South (separated by the Thames). While 70% of Thurrock is greenbelt, still some larger towns exist such as Grays, Corringham, Purfleet, Stanford-le-Hope and Tilbury. Grays is the largest town in the borough and unitary authority of Thurrock.
